I had a six year old who was STILL terrified of water. 2 is about the age they develop fear if they're not yet comfortable in the water. Here's some tips. In the bathtub (or pool) have Gracie practice blowing bubbles with a straw. Slowly pull the straw closer and closer to the water so her face is just above it. When I'm in the pool with the child, I'll make a little wave come up and "accidently" splash them while their blowing bubbles. It's fast enough that they won't inhale water the natural tendency when fear is involved). I usually blow on my straw too. Then, we just put our lips in while blowing. I'll also have them put one cheek in at a time, their forehead and the tip of their nose. It takes baby steps. If you move too fast you'll terrify them and they won't trust you anymore. The best thing for them to learn is to be able to blow bubbles out of their nose. I have them make "holes" on the water by blowing out of their nose ABOVE the water. We slowly get closer and closer until their nose is just above the water then I have them blow one or two bubbles and come back up quickly. Pretty soon, they can put their face in. Hope this helps. Please ask if you have any questions. I've taught little ones for 10 years.
